haofang has closed ra3 room because of some certain events a few days before. now you can play on it. if this happened again, you can download youxia platform (http://pk.ali213.net/) and play in ra3 double line room.
It seems that the latency problem is due to the short close of platform. if ping is still more than 70ms which means it will lag when playing, you can use some accelerator such as xunyou(https://www.xunyou.com/)  or Netease UU(https://uu.163.com/). you may borrow an account from the people in the forum if you cannot pay directly.
